The Minister of Finance opened the Government Financial Management Information System (GFMIS) building and headed the Project Steering Committee meeting
 

Secretary General of the Ministry of Finance: The project contributes to the promotion of transparency and disclosure of the government's financial statements and the strengthening of financial monitoring and control, in addition to the issuance of the final accounts in a timely manner.

 

                        H.E Dr. Umayya Toukan, Minister of Finance made an inspection visit to Government Financial Management Information System GFMIS Directorate  in the new building of the project at its new location in Abdali area to view the workflow stages for the continuation of GFMIS rollout to targeted budget institutions in accordance with the existed action plan, and to stand on the directorate operational procedures which are being implemented for the transfer of databases to the new up to date hardware and equipment provided by the USAID/ Jordan Fiscal Reform Project that was installed in the Directorate and that are required for the  completion of the Rollout Plan to the remaining budget institutions in accordance with the Rollout Action Plan

The Minister of Finance also headed the project Steering Committee meeting and held in the presence of H.E. Dr. Izzeddin Kanakrieh Secretary General of the Ministry of Finance Chairman of the project Steering Committee of the project Their Excellencies Secretary Generals of MOICT and CSB, Directors of GBD and NICT and with the participation of the USIAD team where he listened to the Project Manager Mr. Nasser Khalaf about the achievements and  action plan phases related to the preparation, design, implementation and implementation of the system on the target units in addition to the framework  for the completion of the system rollout to the remaining budget intuitions.

Where H.E. Dr. Izzeddin Kanakrieh / Chairman of the Committee  after welcoming the attendance noted that the system is currently being applied to a total of 58 institution within the budget law  and that will be concluded within the current action plan to rollout the system to the remaining budget institutions a total of 14 ministries and / or departments in addition to the 10 RFCs and that is upon the completion of the transfer of databases to a new up to date  hardware and equipment which is scheduled to be transferred  by the end of the first half of this year, in addition to conducting studies related to the introduction of independent institutions within the system batch in addition to preparation of  studies required to prepare the system for the implementation of International Accounting Standards.

The implementation of this system comes within the directions of the Government to  keep up with the best of contemporary international practices in the field of financial management, and as one of the fiscal  reform projects that are being implemented in cooperation with USAID, which in turn provide the necessary funding for technical assistance through experts and advisers services in addition to hardware and equipment and cash grants and technical assistance to cover part of the project cost, where the completion of its implementation would form a quantum leap in the level of efficiency of the budget processes and financial management through a financial information integrated system of government in the Kingdom using advanced IT business solutions where the system covers 47 major processes, and more than 250 sub-process in the financial and accounting areas  which allows for decision-makers and policy-makers to make decisions in a timely manner, as well as simplifying procedures for  financial and accounting departments in the Ministry of Finance and all government ministries and departments and increasing the transparency of the general budget preparation and execution processes in Jordan.

 

In terms of the benefits resulting from the implementation of this system, Dr. Kanakrieh pointed out that the implementation of this system will enable the Government to issue the Final Account earlier than before and not to exceed the first quarter of the following year, in addition to promoting transparency and financial data disclosure, to strengthen monitoring and financial control and to extract the necessary reports.

 

At the end of the meeting, Dr. Umayya Toukan stressed that the Ministry of Finance will continue its reform programs designed to raise the performance and efficiency of workers in the financial departments not only in the Ministry of Finance, but also in all government ministries and departments. Dr. Toukan has also thanked the United States Agency for International Development (USAID) for their continued support for the fiscal reform programs, including this important project.
